In March 2021, the Nuclear Threat Initiative (NTI) and the Munich Security Conference (MSC) conducted a tabletop exercise that portrayed a global pandemic of the deadly monkeypox virus. In the scenario, the monkeypox was caused by a terrorist attack.
The exercise scenario portrayed a deadly, global pandemic involving an unusual strain of monkeypox virus that emerged in the fictional nation of Brinia and spread globally over 18 months.
The exercise scenario revealed that the initial outbreak was caused by a terrorist attack using a pathogen engineered in a laboratory with inadequate biosafety and biosecurity provisions and weak oversight.
The fictional pandemic resulted in more than three billion cases and 270 million fatalities worldwide by the end of the exercise.

What is the Nuclear Threat Initiative?
NTI has been around for more than 20 years. On their about page, The Nuclear Threat Initiative is a nonprofit, nonpartisan global security organization focused on reducing nuclear and biological threats imperiling humanity. Their vision is “A world safe from preventable global catastrophe.”
Its mission is “To transform global security by driving systemic solutions to nuclear and biological threats imperiling humanity.”
Monkeypox Pandemic Timetable
In their tabletop scenario of the monkeypox pandemic, the outbreak will start on May 15, 2022, in Brinia.
May 15, 2022, is uncannily close to the World Health Organization report on the monkeypox virus in Great Britain and Northern Ireland.
On 13 May 2022, WHO was notified of two laboratory-confirmed cases and one probable case of monkeypox, from the same household, in the United Kingdom.
On 15 May, four additional laboratories confirmed cases had been reported amongst Sexual Health Services attendees presenting with a vesicular rash illness in men who have sex with men (MSM).
Pardon me for pointing out the blindingly obvious similarity with the fictional Brinia in the exercise with Britain.
In the report on page 11, the NTI report says,
Because monkeypox is not naturally found in Brinia, local and international experts consider this outbreak to be unusual.
Today, ABC NEWS reported that African scientists baffled by monkeypox cases in Europe, US I quote,
“I’m stunned by this. Every day I wake up, and there are more countries infected,” said Oyewale Tomori, a virologist who formerly headed the Nigerian Academy of Science and sat on several WHO advisory boards.
“This is not the kind of spread we’ve seen in West Africa, so there may be something new happening in the West,” he said.
The same ABC NEWS report states that.
There are about 80 confirmed cases worldwide and 50 more suspected ones, the World Health Organization said. France, Germany, Belgium, and Australia reported their first cases Friday.
Back to the scenario, after 18 months, the monkeypox cases amounted to 3.2 billion, with 271 million deaths.
The authors have the following recommendations at the end of the monkeypox scenario.
- Bolster international systems for pandemic risk assessment, warning, and investigating outbreak origins
- Develop and institute national-level triggers for early, proactive pandemic response
- Establish an international entity dedicated to reducing emerging biological risks associated with rapid technological advances
- Develop a catalytic global health security fund to accelerate pandemic preparedness capacity building in countries around the world
- Establish a robust international process to tackle the challenge of supply chain resilience.
Tomorrow, May 22, 2022, the WHO will discuss the Global Pandemic Treaty at the World Health Assembly. The topics to be covered are in the May 16, 2022, Lancet article Effective post-pandemic governance must focus on shared challenges.
Many criticized and resisted this WHO treaty because it would give the WHO absolute power over any country during a pandemic.
The Hegelian Dialectic
The Hegelian dialectic can be summarized in three words: Problem, Reaction, and Solution.
If an entity or government wants the people to approve a controversial or unacceptable solution, its public approval can be fast-tracked by concocting and implementing a frightening problem. The previously unacceptable solution will then be offered and embraced by the unsuspecting public who do not know they are being played.
The recent worldwide increase in monkeypox cases is timely for the WHO assembly to discuss the pandemic treaty.
Are we seeing another Hegelian dialectic in play? I think so.
